I am constantly getting data downloads using up my allowance, this happens every hour even when I am on wifi.
I have turned off background refresh of apps, and everything else I can think of.
Can anyone suggest why this is happening???

Wifi assist is turned off, as is everything I can think of. Was told by my carrier that if I have mobile data switched on the phone will still access data even when i am logged into my wifi account.
Do not understand why it does this?
 
Even with WiFi assist turned off your phone can still drop to the cellular connection if it’s struggling to stay connected to WiFi. Other than that though, if you’re connected to a good WiFi signal, you’re phone shouldn’t be touching cellular data.

That aside, try the usual, delete the WiFi connection, re-boot your device and then re-add the WiFi connection. That can often solve issues like that.
