I bought a 8 plus 64GB last week. Reading thru some of these threads that 64 is not enough especially
if you use 4K video. Now I do have an iPad Pro 256gb. If my storage get full from pics/video on my
phone, can I just transfer it to my iPad?

I’ve had this phone since release, and I’m using 32 gigs currently, without doing any kind of intentional storage management. I use iCloud for everything. And I never really store movies or anything on my phone. I would put movies for a flight on my iPad. I download podcasts and a small amount of music but mostly stream. I have quite a few apps, including some games, on there.

You could offload it to your computer or an external drive when it fills up. Or you can transfer to iCloud, but keep in mind you will have to pay a monthly subscription fee if you want more storage than the basic 5GB per account.

The 200GB $3/month iCloud shared storage. A 256GB SDXC ($130) connected to Mac. More convenient and much cheaper And of course will be there thru whatever phone/iPad You have.

Linking them via iCloud Photo gallery will save you space. However, if you are into video at 4K, I would always suggest going for the largest capacity iPhone you can buy.
