I seem to be one of the lucky ones and haven’t experienced this issue on any of my iOS devices (yet). Knock on wood! But iOS13 is indeed full of bugs. Very annoying.
 
Apple needs to hire better Quality Control/Assurance people who monitor and better test their software and online services/systems. I upgraded to Catalina yesterday and nothing but bugs and problems, as many others are reporting. Please Apple test and monitor your products and services better.

It's unrealistic to upgrade to a major OS release and expect it to be issue-free. Historically, the wise thing to do is wait several months for the prevalent bugs to be addressed and for third-party apps to address their incompatibilities. But I understand that some MacOS users don't use their wares professionally and have little to lose.

It's not recommended any longer, but we always did a clean install with major OS releases. It avoided much of the bugs that were just hiccups with existing system files. Admittedly, it was laborious. You have to do a full back-up or clone, re-format the harddrive, install the new OS, re-install third-party apps, transfer backed-up files back to the machine... Maybe OS releases were better vetted back then because the risks, patches, and inconveniences were more substantial.

Agreed -- however, it is a somewhat disconcerting thought that upgrading my Mac to Catalina last night may somehow be connected to me having issues with my iPhone today. When products and services become so entwined that updating one can adversely affect multiple others, developers have to be that much more studious about risk assessment and management.

On the other hand, this could have little or nothing to do with the Catalina update. It seems to me we can't really be sure until Apple fixes it and reports back.
 
I haven't seen it on my iphone or ipad but it comes up on my apple watch even when I haven't tried to purchase or install any apps on it.
 
Oddly enough, I saw this right after using my iPhone to pay for a Slurpee. It occurred to me at the time that the purchase might not have successfully gone through, but the cashier didn't notice any problem on her end.

I've used macs for 25 years, love them, but I cant stand the holier than thou self righteous attitude when comparing to other OS's

I’m so glad this has been happening to others and not just me. This has been happening all day on my iPhone and iPad each time I launch a third party app and it is getting quite frustrating.
 
I haven't seen that on my iPhone but saw couple times on my Apple Watch and got concerned someone was hacking my account. Apple is so going downhill in quality. I has been over 2 weeks I updated to the new iPhone and I still don't have all my iCloud pictures downloaded to my new phone. Ridiculous!!!

I won't bother you for specifics about the bugs you're experiencing. I will only say that your hunch about cross-platform apps and services is accurate. Their abilities are dependent on theunderlying OS. For example, my iDevices have the most current OS. My Macs still use Yosemite. Messages deleted from iMessage do not sync between the OS's. i have to manually delete messages on the opposite platform. You'd think such a feature was server-based and OS independent. I share this example because it's becoming aparent that Apple's native apps and services are dependent on the OS's being equally current to function reliably. If an OS contains a bug that disrupts aservice, it may be the case that the service is also impacted on the other platform.

Developers... Is this possible?
