You should be still on 4.1. If not, you can always go down to 4.1. Jailbreak and unlock from there.

I managed to get to 4.3.3 with a custom ipsw now.
I choose activation in sn0wbreeze, but It didn't work.
It you are on 4.3.3 now, just jailbreak it with redsn0w and it will hactivate the phone for you which will add Cydia to your phone and bring your phone to home screen.
If you talking about carrier network, you will have to install ultrasn0w 1.2.5 from Cydia to unlock your phone.

there is no gevey sim for the 3gs. Also there is no way to remove the iPad baseband at this time. So you would have to at least use cooked firmware from redsn0w or sn0wbreze.
