On iPhone 5 (running iOS 10.1.1)
Settings > Phone > "Calls on Other Devices" option is missing

and

On Macbook Pro (running OSX 10.11.4)

FaceTime > Preferences > "Calls from iPhone" option is missing

Anyone know what's up with this?

Yes, I am logged into both iCloud and FaceTime using the same apple ID on both devices.
 
I still have that option on my iPhone 6s Plus with 10.1.1. I wonder if they're removing it for older devices....?

Yes, I am logged into both iCloud and FaceTime using the same apple ID on both devices.
I want to say that there is a compatibility issue with iOS 10 and previous OS X El Capitan, but that may not be the problem, that's just a guess for me.
 
Try installing the latest update 10.11.6 with the latest security updates.

No issues for me at all with iOS 10.1.1 and OS X 10.11.6
 
Had to log out of iCloud on both devices and log back in.

This might be another iCloud issue resolved by logging out of iCloud everywhere on both devices, then logging back in.

yep, that did it!
