Yes, AT&T will give you service. With outrageous per minute rates and raping data rates. What you can do is unlock your iPhone and use a local SIM in prepaid form to make/receive calls. It's way cheaper everything and calls to the US are blatantly cheap.

Just don't use it in public unless it's necessary.
 
I'm pretty sure there is just one carrier in Costa Rica, and it's controlled by the government. And it's pretty easy to get a SIM card, so unlock your iPhone and use there rates
 
How about an iPad?

From what I've been reading, I may-or may not-be able to buy a prepaid SIM card to use in my iPad while I'm in Costa Rica. I'll be on a sailboat, so WiFi isn't an option. Some posts indicate only CR residents are able to do so; others say anyone can do so. Advice anyone? Thanks!
