I would encourage him to disable updates and enjoy iOS 12. I think that is a feature that it isn't updating.

Biggest change for the iPhone 7 was dark mode. If you don’t care about that, staying on 12.4 is a great idea. Although my experience has been awesome, doesn’t mean everyone else’s and same applies to you. It’s not worth the risk with just one major change.
