Is there any apps that provide live wallpapers or anyone know how this guy does it?

Thats a live photo. He probably created his own file by piecing together the needed components to match the default live photo implementation. It only works if you have a 6S or 6S+ because doing the live photo requires 3D Touch.

Yeah you'd have to make your own file or ask him for it. I don't know exactly how to do it though.

That's cool. Wish there was a site or app where people could upload their Live Photos and people could download them and use as their lock screen wallpaper.
