It's an ongoing problem with iOS and I have no clue why Apple doesn't do something about it. I've had to redo my phone and iPad more times than I care to recount. It's particularly annoying on the iPad since 16GB's isn't much room on it to start with, next go round will certainly be a 32GB.

Yep. 16GB is way to small for the iPad. I don't have ANY media (music, photos, videos) as I tend to stream on my iPad, but yet my iPad only has 4GB left? The apps are so much bigger than iPhone apps (naturally) and don't get me started on the HUGE app sizes of the iWork and iLife apps.

iPads really need to start at 32GB. Back in my day, technology gave you bigger storage as time went on. Apple is hell bent on keep those 16GB chips going in the name of margins.

I agree with others here, the only way to fully clear is a full reset. Some things like in app data and text messages can bloat it, but also corrupted syncs or files and balloon it. I've restored a few times over the years for the dreaded "other."

Not necessarily. If you go into settings, I believe 'general' click usage and it'll populate, depending on how large (storage) and how much you've used/installed. Once it's populated, each app can be clicked on and it'll tell you both it's 'size' as well as it's (cache) data, or what a lot of 'other' is. Texts are huge as mentioned and when you click messaging often folks are surprised they've got three or four gigs. Pics, videos, any media and lengthy conversations, get rid of them (or cull the ones you need). Magazines can take up a ton of room as well as Spotify, MOG, Google Music...any of the 'rental' services you're subscribed to, thus allowing the offline, proprietary format of that apps choosing. It won't come up as 'music' in iTunes. It's 'other' as it's not in iTunes. Tons of info you'll glean by simply doing the initial step I mentioned
