Hot air balloon flying low over my neighborhood yesterday.

No, you're mistaken. That's a "house polyp" growing out of that house's roof. They're very common. The owner needs to call a home-enterologist to scope the house and cut that polyp out of there. A polyp can be very serious if left untreated.
