This worked for my iPhone with error 14

1. Un-dock and shutdown the iPad (Note: You will not see the ‘Red’ power down slider in this state)
2. Shutdown iTunes
3. Delete the previously downloaded software update file which you will find in these location depending on your system:
Mac Location: /users/<user name>/Library/iTunes/iPad Software Updates
PC Location: Documents and Settings<User>Application DataApple ComputeriTunesiPad Software Updates
4. ‘Empty Trash’ to be on the safe side.
5. Restart iTunes
6. Dock iPad
7. Follow the prompts to have iTunes download the OS upgrade again
Once downloaded iTunes should automatically upgrade the iPad with the new OS and bring it out of restore mode.
This will restore the iPad to factory settings
Once the factory restore is complete iTunes will let you further restore the iPad from the most recent backup of the device before it encountered the problems. This should recover your apps, data and user settings.

I believe this fix will also work if you get ‘Error 14′ dur*ing an iPhone update. The download files will be found at the same locations except in the ‘iPhone Software Updates’ directory.

if anyone gets here like I just did, avoid All of this advice.

the only people who know what they are doing with iphone,
is the jailbreaking people.

only follow their advice.

apple is full of stupid, even worse than microsoft help.

download the ipsw for your iphone model and whatever version you want.
then find out how to use Tiny Umbrella.
google any errors that you come into with tiny umbrella,
like why is port 80 being used!?!?!?!? webmatrix, disable web deployment service!

google the most common simple thought you have about your problem,
and you will have a working phone.

all of the info is here on the web,
you just need to find it,
because it's all over the ******** place.

Apple forces it this way.

it's how they take your monies.
 
Fix!

My fix involves tinyumbrella do the first bit of godukes remedy andopen tinyumbrella then without tss server running hit exit recovery!

your device should reboot with all your data there then you can try restoring again.

P.s. this is for restore error 21
 
Confirmed on two different iPhones that using an alternate PC works to restore "bricked" iPhone.

The first one was getting a code 1321 or something like that 13xx and was restored on a mac

Second one was getting the error code 21 and restored on another windows 7 PC.

i too had a recurring error 21 on my iphone 4s and it was stuck in restore mood! all i done was a system restore on my pc to a time i knew it worked an voila!! iphone restored :) hope this helps!
