Only for the back camera, not the front. The back camera has to open.

I sit in a dead quiet room and have listened to both sides and do not hear it.

I also just looked and you have a XS and I have a MAX. It is silent. SOrry.

FWIW, I hear it on my max.

I went through all of them in the Apple store a few weeks back and clicked the camera app. They all make the small double "click click" noise if you listen closely.

I was worried too, but there is also a whole thread discussing this here if that helps?

My XS makes the click-click sound! I wonder what it is...

For some strange resason my camera has stopped making that click sound. I can sometimes hear a faint shutter sound. Dont know if it has something to do with the 12.1.1 update
