Unnecessary. Apple likely using the Iridium network which is used for most global SOS coverage. Which was by the way recently all replaced a few years ago using SpaceX Falcon 9 launches to deploy.

Contacting emergency roadside assistance when you're outside of cell / wifi service would be one.
