So I downloaded 2.1 and installed it. Then when the iPod restarted, it says I do not have it installed and asks if i would like to install it. I checked my touch's firmware and it is still the old one!

No, it's more about iTunes complaining that I don't have the latest update and then not being able to do it.

Throw in a 10 minute waste of time while it downloaded and installed an old software update.

No.

Apple does not geographically apply updates.

Only changes to apple.com and the iTunes Store are regional.

i have to agree with the idea that Apple have let themselves down recently with their updates for various devices!!!

Still no luck with the touch update, no doubt we'll see the same problems on Friday when iPhone 2.0 comes out!!!!
