I tested in Birmingham Airport and city centre, Glasgow Airport and city centre and the train between Birmingham and Leamington Spa. The train I can understand - it's a Faraday cage of sorts and it's moving at speed. But the airports and city centres are supposed to have the best coverage and I got an average of 6KB/s (min:4 /max:8) download speeds.

That's strange, I've seen broadband like speeds in some of those places.
 
If they do allow tethering they'll probably charge an extra $30-40 per month for that service like every other cell provider does.
Cant expect everything for free.

We don't get charged that premium here. As long as your signed up to the broadband data (which you automatically are on the iphone tariffs) then there is no extra / additional charge for using your phone as a hdspa modem if it is capable of doing so.
 
In the US they charge extra if you want to use your cellphones internet on a laptop.

I get 900 kbps on Wifi.

ABout 72 kbp on EDGE.

As long as 3G is somewhere between them Ill be happy.
