QuickSync requires an IGPU. Xeon E5s don't have an IGPU - they don't have QuickSync. Apple instead uses the AMD VCE H.264 hardware encoder integrated into the Tahiti GPUs the MacPro6,1 has.

Is AirPlay working on Mac Pro 4,1-5,1?

Interesting. Must be a new feature in El Cap because when I had the 5,1 and 6,1 it wouldn't let me stream video via Airplay.

Stream video from iTune library is OK, I did that well before El Capitan with the old Apple TV. I don't think Quick Sync is required for any AirPlay function. The nMP has no Quick Sync but still able to use all AirPlay function including desktop mirroring (I don't have the 6,1, but that's what Apple says on their webpage).

Not a new feature, it's been present since the MacPro6,1 was out. It only applies to the MacPro6,1 though, any other Mac Pro with a Tahiti GPU will not get AirPlay Mirroring support AFAIK.
Yes, streaming audio and video are both working, but AirPlay Mirroring does not work on my Mac Pro 5,1.

Before El Capitan, QuickTime did not have a AirPlay share button for video, so it may be just misinformation from my side, but I sold both my cMP and nMP before El Capitan.
