iPad Is iPad 4 still a good buy in 2014?

I would LOVE to have an iPad 4! I'm still rockin' an iPad 2... that I just bought last winter. And it is a perfectly capable device; so an iPad 4 would be/is that much better. To many of us, budget means (A LOT!) more than newest and shiniest - that's why I have an iPad 2... and a 2009 Mac Mini... and a 1996 Mercedes lol.
