I personally wouldn't get an iPhone 5 right now, knowing that Sept. 10 is one month away and brings news of the new iPhone (though the release date will likely be two weeks later, maybe longer - we just don't know.) But the biggest thing that could annoy me isn't that the new iPhone will be faster, it's that Apple might increase the storage on the iPhones, so the base model is 32gb, then 64, and 128. I would be seriously annoyed if I paid, say, $399 4 weeks ago for the 64gb model and now Apple doubled that.
If storage doesn't actually change, well, then I guess it's kind of a toss-up. I don't *need* the fastest processor or the fingerprint sensor that's rumored to be included. Mainly I'd go for the 5S over the 5 at this point because it would have longer support for iOS updates. You're already down one year on the 5.
