It's such a joke we are still even having to worry about this.

Anybody paying full price up front should always - always - be getting a fully unlocked device with no further effort required.
My understanding is that when purchased directly via Apple, full-price iPhones always HAVE come unlocked from them. They just don't mention this explicitly in their marketing materials, and there's no easy way (other than swapping SIMs of course) to tell that your device is unlocked. But I agree with you 100%, and think it's silly Apple doesn't make more clear the status of these full-priced phones.
 
Subject really says it. I ordered the full-price $849 6s 128GB for AT&T from Apple. It clearly says for contract "no commitment." Will this phone come from Apple unlocked? I've never done full-price/unlocked before, and am going to Japan on Sept. 29 and would love to buy a local SIM!

Phones purchased from AT&T (in store) are locked but you can request an immediate unlock (online) if purchased the drive at the full price. I did this with my iPhone 6S on Friday and I now have an official AT&T unlocked iPhone 6S.
 
Purchased a full price AT&T iPhone 6s Plus from the Apple store on launch day, verified that it was unlocked when I got it home by inserting a T-Mobile pre-paid SIM. I was concerned that it might be locked because I was still under contract for the iPhone 6 that it was replacing, but that was not the case.

This is exactly what I did... So it is unlocked nice...

And indeed, the same was true for me. My first unlocked phone, should be useful when I land in Tokyo in a couple of days!
