iPhone X Is th Max screen just scaled up this time?

Thanks, that's actually where I saw the article, see below this troubling quote from that article

There are some software changes for the bigger display that are familiar from the Plus: in landscape mode, certain apps can switch to a sidebar view, and you’ll see tabs (with favicons if you turn them on) in Safari. Apple told me that it doesn’t want to overstuff the display because it doesn’t want the interface elements to be too small to tap on, and most people really do just want a bigger interface on a large phone, which makes sense. I just wish I had the option to up the information density on the XS Max just a little."

Just ignore his interpretation. The way that's written is very misleading. While that does apply somewhat to stuff like icons, it certainly does NOT apply to stuff like Safari. You'll get more info on-screen right out of the box. And supposedly third parties will get the same if they develop using the latest version of Xcode. Now, whether they do that in a timely fashion or not is a different question. Some developers may wait many months before they finally update their apps to be fully Xs Max aware.
Anyhow, if you look at the Xs and Xs Max side by side, you'll see that the font sizes and screen elements on the Xs and Xs Max are exactly the same size. What this means you can fit a lot more Safari text on the Xs Max. I mean it's just common sense, and Apple is following common sense here.
Also, the amount of on-screen data is exactly the same on the Xr as the Xs Max. However, the Xr screen is smaller, which means the default font size on the Xr is actually smaller than both the Xs and Xs Max. Yes you read that right. The text and screen elements are smaller on the 6.1" Xr than they are on the 5.8" Xs.
Don't believe me? Just look at an iPhone 8 and an iPhone X side by side. You'll see that the default font size on the iPhone 8 is smaller. The font size and screen elements on the iPhone Xr should be exactly the same as on the iPhone 8. Why? Cuz both the Xr and 8 have 326 ppi screens.

people don't need to worry as there will be clearly more content. Apps will take time to adjust their displays but that's no different to last year. For videos it's going to be great and for safari both things I use a lot on my x so can't wait for the bigger screen today.

You can see that the iPhone Xs ends at 20:00. The XS Max ends at 21:00.
The Xs Max has 50% more moons than the Xs!
Will the black bars reappear on the Max in apps like Gmail?

If the app has been updated for iPhone X, then it will be scaled up to fit iPhone XS Max. But once apps are updated for Max screen size, then more content will fill the space.
