Just bought a new 5s yesterday for $150. It's a Straight Talk phone from Walmart, but works fine on Page Plus (Verizon). For surfing, email, and messages it is indistinguishable from the SE at $150 versus $400. If you need the performance of an SE, all bets are off.
I wouldn't say it is indistinguishable for web browsing unless you don't deal with multiple tabs at a time. The extra RAM is the biggest difference between the two devices, and that's going to be the most noticeable thing. The camera and speed are both improvements on the iPhone SE, but not so much that you'll really care.

Absolutely right. I don't typically have more than a couple of tabs open, but for those who do, the 2 GB of RAM on the SE would be wonderful.
 
I definitely recommend getting a 5s if you can't afford the 6/6s or SE. Put the extra money towards some decent accessories.
