A bit of searching around the forum will reveal:
1) iPhone updates are approximately yearly, in the Summer
2) NO one outside Apple knows when it is "finished" or what the specs are. However there are always Mac-Rumors.
I very much doubt that, the first most developers will know about it will be if a conference is held at the end of March (as normal) previewing the new iPhone OS.2, incorrect the iPhone has always been made by a third party so there will be alot of people who know what it has inside and what it looks like.

Most likely mass production... I think the OP means an actual physical device... they would have to be testing a physical device (even if there are 1-3 of them) by now...As I understand it (based on no real evidence, mind you) things like the iPhone start getting built about a month before they go on sale.
