There's an 11.2.1.38 update that is supposed to fix this. You need to manually download it though as it doesn't show up as an update.
Adding to the chorus of voices saying "NOPE!" Just tried this and got the same exact build of iTunes that I previously had. That said, perhaps the reinstall did *something* because my 5c synced just fine after that.

Unfortunately the reinstall did not help mine. I only got a choice to "repair" or "remove".

Did you uninstall totally first?

They updated itunes and it works right now. I got it by "checking for updates"

Updated most recent iPhone update. Solved.

I had the same problem everyone was describing here. Latest version of Mavericks. iPhone 4. Latest iTunes update.

Though I could not complete the backup cycle, when I chose "transfer purchases" that worked without trouble. Then I updated to the latest iPhone version. Then I synced. Syncing completed.
 
iPhone 4 + iOS 6.1.3 + iTunes 11.0.5.5 + Windows 7 x64.

Do not plan to update iTunes as this is the last one that supposedly allows 6.1.3 on my phone.

Any other tricks that work for you guys?
