The store was much faster last night than it has been for the last couple of weeks. Maybe it was random luck last night, or maybe fewer people are downloading now. In any case, it was noticeably faster and I'm pleased about that.

That simply means that Apple did not include downloads that were free (i.e. Singles of the Week or Discovery Downloads, not that they excluded non-US downloads. It's just a poor way of phrasing it.
