Did you try a force restart? Press and hold both the Side and Volume Down buttons for at least 10 seconds, until you see the Apple logo.

Considering iTunes 12.1.2 is from 2015, before the iPhone 7 release, I really think an update is called for...

You need to update iTunes. That version does not support iOS 11

Well the latest version is currently 12.7.3. Please check that you actually have 12.1.2. If so, and it won't update by itself, I'd uninstall the version you have and manually download and install the latest.

What version of Windows do you have? That latest versions of iTunes require Windows 7 or later.
