"Same problem. I'm running itunes 10.1.2.17 under win 7.

Here's what I did to fix the problem. Basically you need to create a new exception in your firewall to allow itunes UDP communication.

control panel>system & security>Windows firewall.
Advanced settings>inbound rules
New Rule> Program > browse to C:\Program Files (x86)\iTunes and pick itunes.exe
Allow the connection>next>next
Give it a name like iTunesUDP.
Now click on your new rule "iTunesUDP" and select properties.
Click the protocals and ports tab.
under protocal type select UDP.

That should do it.

Let me know if it worked for you. "

Hey i followed every step and i,m still stuck on the same issue, my iphone is not communicating, is not letting me type the 4 digits,

i have win 7 32 bit
AVG Internet security 2011
itunes 10.2.2.12
iphone 4.2.1 firmware

i dont know i windows firewall is conflicting with AVG, any other advice?

my solution was...

I was able to locate the device in itunes, input the 4 digit code but received the 'itunes remote can't connect to the library' message.

I did the following:

control panel>windows firewall
advanced settings>inbound rules
locate itunes (one of the "action" was "block")
click to highlight this instance
locate properties in right sidebar and click to open window
under "action" allow the connection. apply.

Just letting everyone know, this could possibly be the problem. I've been trying to work out this issue for a while now (with varying success) and this one seemed to solve my problem this time. thanks Rustbat!
 
Solution!

Make sure the Bonjour service is running. If you have disabled this through msconfig, you will need to turn it back on from services.msc. Once you start this service and change it to automatic startup, you will be able to run remote app and the device will show up in iTunes. It's not a firewall issue.
 
I had the same, or at least very similar problem. The difference was that I got the remote working, but when I restored my phone and tried to get remote working the second time, Itunes didn't prompt me for a passcode.

I tried everything here, no dice.

But here is what DID work for me (hopefully it will help you too)

I went to Edit > Preferences > Advanced

Then on the 'general' tab about two thirds down the page next to the checkbox that says "look for iphone & iPod touch Remotes" was a button

"FORGET ALL REMOTES"

I clicked that button and confirmed that I wanted itunes to forget all remotes.

Then I launched the 'Remote' app on the iphone and added library, the PASSCODE PROMPT showed right up!

This worked for me as well. Thanks! One thing to remember, is that after clicking on "FORGET ALL REMOTES" under Preferences/Devices, relaunch iTunes and remember to look in the Library column on the Left-hand side. You will see a little remote icon that says "Remote" under Devices. You must click on that in order to bring up the screen with the 4-digit passcode prompt. It doesn't pop up automatically. Before you do any of this, to get the passcode on your phone, hit the gear icon under the Remote app. Cheers.

Apple Remote + iTunes + Hands Off!

First you need to edit /System/Library/LaunchDaemons/com.apple.mDNSResponder.plist
file and remove ProgramArguments '-NoMulticastAdvertisements'

then restart mDSNResponder:
sudo launchctl unload /System/Library/LaunchDaemons/com.apple.mDNSResponder.plist
sudo launchctl load /System/Library/LaunchDaemons/com.apple.mDNSResponder.plist
