I believe that is menu meter showing either network traffic or disk usage. The owner of that computer will have to tell you which.

It's an Aussie concept car called the Efijy by Holden. Supposedly a modern interpretation of the original Holden FJ which was in turn the replacement for the FX or the 48-215 - the first Australian Holden.

Not going to make production but it certainly looks the goods.
