Hi there
on my iPad, if I bring up the keyboard in any app, all the letters appear as capital letter regardless on whether the capslock is on or not. When typing it does type correctly in small letters but it still appears as capitals on the keyboard.

Is anyone else experiencing this?

It has always been like this. The only way you know you are using caps lock is; when you press the Shift key, the key will get darker.
 
This is normal behavior. Every version of iOS has been like this.

No thats not true. When you toggle capslock, the on screen keyboard always changed to show small letters and capitals depending on the state of capslock. Now they always appear capital. This is new.

You are incorrect. iOS has always shown capitals.

Are you thinking of Android? Android has always toggled between upper/lower case when changing case, but not iOS.

Nope, it's not new. It has always been like that.

I have never owned an andriod device. I know my keyboard changed dynamically to show letters in capital if capslock was on and small letters if it was off.

Did you jailbreak your device? iOS has never natively had this feature.

The stock iOS keyboard always just used capital letters. In fact that has been one of the complaints of some people way before iOS 7. You are misremembering something.

Well since you have updated you didn't take it yourself. There is a cydia tweak called ShowCase that gives you that keyboard that you put in here, but it isn't a function of the native OS without a jailbreak.
