Sounds like there is misunderstanding around the sandy bridge default CPU ratio versus the memory multiplier applied by the EFI.

The memory multiplier is independent of the CPU ratio and depending on how it's set, would allow memory to run at whatever speed desired. This appears to be happening with the EFI automatically setting the memory ratio per the rate of the modules installed. I've seen this before with PC's.

Unless someone has evidence from the EFI that states the memory is clocked at lower than 1600mhz, you are indeed getting the full speed of the memory.
