That is 4 floors below the facade.

The façade is the exterior surface of the building.

There were welders on the roof...no confirmation, but that's the most common cause of roof fires during renovation/construction.
 
How thick is the facade tho. They now seem to think it was welders on the roof that caused it. As my fresh button didn't tell me.:p

Probably just a couple of inches. Based on the speed of the fire's movement and the lack of obvious significant damage, the fire likely followed the path of least resistance and simply burned off that thin façade.

That was some black smoke. Reminds me of some AC crashes that I've seen.

It looked worse than it was due to styrofoam creating all the black smoke.
Nobody was hurt except the PR guys for the Monte Carlo Casino.;)
