The touch input is supposed to automatically be locked to the games/apps framerate (30hz, 60hz, or 120hz). iOS 16 on the iPhone 14 pro doesn't do that, it fluctuates. So you get a small stutter when you touch the display. This is probably whats causing most stuttering around the whole OS.

I've also got an iPhone 14 Pro Max running iOs 16.2, and I tried Tiny Wings, Alto's Adventure & Alto's Odyssey, along with Super Mario Run, Mob Control, Hole.io, Donut County, Solar Smash, Plants vs Zombies 1 & 2, and Pac-Man 256... All of them ran perfectly fine. No stuttering or lag at all. And I DID have that stuttering issue before 16.2, too.
So odd. Well, I can’t play those games anymore on my phone until it’s fixed. Wonder why it’s working for you and not for me?

You'd be the only person so far with that experience I think, there's another thread 7-8 pages deep with ongoing complaints specifically about gaming... Are you sure you're seeing the lack of lag - did you try to compare side by side, for example?

Either way, on the new iPad Pros it's ridiculously noticeable. I've tested 4 units/devices so far (2 of my own, 2 others) and it wasn't there only for the first 1-2 days after the 16.2 update (tested it mostly in Genshin), after which all games stutter like crazy. Even Clash of Clans, a game from like 500 years ago, is a stuttery lagfest compared to playing on a fixed 60 HZ screen (never mind a fixed 120 HZ, it's night and day of a difference).
 
I do know how bad the stuttering & lag is, as I had it up until 16.2, in fact, it was fixed for me during the 16.2 betas. It's horrible! I was honestly under the impression that 16.2 had resolved that issue once & for all. I know that's a lot of pages, but I did restore my iPhone from a backup when 16.2 was officially released, knowing it had been fixed from the prior beta. I think that's ultimately fixed a number of other things for me, too.

Idk, but 99% of the posts I see both here and on Reddit on that topic are about unending lag (and even some posts about Apple being aware, apparently - I guess they'd have to be blind not to be aware by this point, LOL).

It's insane how bad it is. I set up all the devices as new, updated, went into games and it's like I'm back in those 30 FPS days. It's a pity all the more because the chips are otherwise very capable and would run most stuff smoothly.

As someone who absolutely had this issue, and now doesn't as of 16.2, I'd strongly suggest restoring your phones if you're still seeing this as an issue. The update alone didn't fix it for me, I had to do a restore.

Did that too in the meantime, yep - on two separate iPads, no less - and it still doesn't work. Plus, dozens of other people here have the same laggy and stuttery experience with both clean installs and restores, and there's even more complaints if you start to look elsewhere online.

It's a software bug related to ProMotion, clear as day by this point. And unfortunately the people over on the 16.3 thread are already reporting it again, which means yet another OS patch with games being unplayable, yay.
