You can easily tricks facial recognition by regular camera with a simple photo but you can’t trick a Face ID with the photo.
Apple will not do it.
But im okay with Touch ID , it works fine on iPad Air and I never had any major issues with it.

If the fold is as thick as 2 airs, that will be too thick for most people. I’m ok with 2x thick as the max (sans plateau). Explain that to the people that own iPads. Those mainly use Touch ID. Not that I’m disagreeing with you, but clearly Apple is probably trying to categorize this phone into that same category. That or they are trying to identify whether people want it or not. And if they agree with the camera underneath the screen.+1 TouchID is unreliable in general and especially in the winter. By contrast, FaceID has been flawless for me since its debut in the iPhone X. I doubt this rumor as I don't see how Apple's top iPhone by price could omit FaceID. With all the cameras that exist today, you really don't want to type your passcode in public after TouchID fails.

Additional issue would be Face ID punch out would be on one side of the inner screens.faceID does have an additional problem on a foldable device in that the phone can be used open or closed, which means two sets of sensors.
