Considering iPhone 4s comes after iPad 2, now it make sense. At the time Apple sold iPad 2, they didn't promise to give you Siri in the future, did they? Adding feature is a plus not a must.

Siri wasn't even around when the iPad 2 was first announced so your statement makes no sense. And from a hardware perspective the iPad 2 is fully capable of running Siri.

I understand. You have iPad 2 so you want Siri. I don't have iPad 2 but want to get new iPad so I don't care about iPad 2.

I mean where did 9.7" come from?

Did they try 9" and try 10" and think... Oh, 9" is too small and 10" feels a tiny tiny bit big, 9.7" feels just right.

9.7" is special because Jobs and Ive laid out a table full of mock ups and 9.7" was the size that Jobs finally chose. That is how it was explained in the biography. And it does ring true.

I simply do not accept this.
It will have something to do with the most viable manufacturing size production/price.

No one says, well, 9.6" seems a little small, 9.8" ohhh a little large. 9.7" yes, that feels about right. Let's go with that.

No because Apple has no production facilities and has to use the most viable output from the fabrication plants.

If you don't believe this then you have no idea about manufacturing.

If the machines can produce 3 panels across a whole sheet (for example) then that will be the size they will use.
 
I believe that maximizing output from a sheet is very important. and that probably affected the size in 1/10th's of an inch one way or the other.. but the general sizing was likely a design choice for usability
