I want to ad this 4K LG display to my 2016 MacBook Pro 15 (27 is way too big for me).

One question : is the 60W delivered by the monitor enough not to "lose" battery on my MacBook Pro during heavy use ?

Probably?! It would seem—given the partnership between LG and apple here—if it really had to be higher it would. 61w does seem like a strange number for the supplied charger with the 2016 13" MBP. I don't know what the maximum designed draw by the MacBook is, but I'd imagine it's either 60W or 61W.

You guys are making me want this. I was trying to convince myself I didn't really need it and I don't really need it but now I'm having second thoughts even though I absolutely don't need this item.

If you do periods of intense - intense - load you might see some battery drainage while charging a 15" MacBook Pro at 60W. But 99% of the time it will be absolutely fine with a 60W charger.
