If you can set up the networking directly on the PSP then you can manually assign it an IP. With your current set up you are behind two firewalls. Your linksys router is acting as a firewall and the router connected to the T1 connection is also acting as a firewall. Opening ports in your router will not solve the problem for you.
The cleanest solution is to follow the instructions I posted above to get your network set up and operating with a different range of IP addresses than the person who owns the T1 connection uses. Once you have that set up, you can manually assign an external IP to your linksys router something like 192.168.1.240 would make sense. (This is the address of your router on the network controlled by the router connected to the T1 connection.)
Then you set the T1 router so that the 192.168.1.240 address is in the DMZ. By setting your router to be in the DMZ, you are saying that traffic to your router should bypass the firewall in the T1 router. You would then be able to open up a port on your linksys and set up your PSP to use an address such as 192.168.2.10 and have things working the way you want them to work.
