Locked out with a different lock screen on BigSur

Why does my Mac lock me out when I step away from the keyboard? The screen turns off. It only turns back on when I hit Cmd + Shift + R. It takes me to a lock screen with the default OS background.

What are your System Preferences > Energy Saver settings set to for turn off display?

System Preferences/Security & Privacy pane/General tab -- what setting do you have for Require password ... after sleep or screensaver begins?
