Good to see this. This was one of the major deficiencies of the Apple Pencil compared to most other stylus systems. The lack of any buttons on the Pencil would be the other deficiency, for me.
One nice thing the hover ability could add is the ability to use the pencil to control the cursor on an external display or a Mac. When I used a Cintiq with a Mac, I often controlled the second display using the stylus.,It’s just a software update. The feature is available on the 2021 M1 iPad Pro as well

The M1 iPad Pro included and the iPad Air and mini 😂 it’s a software update which makes it available on all compatible 2nd gen Pencil devices 😂

M1 iPad doesn't have pro-res co-processors and is not as power efficient as M2. That doesn't answer your question but it should give you a clue as to what Apple thinks is the real pro iPad device for pros.
The M1 iPad Pro has the feature too, it’s in the accessibility menu. It was on Samsung galaxy note 7 phones in 2016 before this and they didn’t have the pro res processors, it’s just a Bluetooth feature to detect how close the stylus is
 
Don't forget the SE3 with home button shouldn't exist either, yet since it does the iPad base exists.
I don't mind that SE3 exists, many people like the home button on iPhones (makes less sense on iPads as the size of the device needs to be shrunk) and it makes the line between the best iPhones and the more budget options more clear. I personally think the regular iPhone 14 in any size should not exist and the "Pro" should be made from aluminium to be lighter and cost less to produce, and should be available in four sizes to cater to all kinds of smartphone tastes and needs—as per my signature.

I've used Wacom tablets that had a similar feature decades ago but it sounds more complex than what you describe. Apple's hover mode claims to detect the Pencil tip in 3D space so you not only get a preview cursor when 12mm above the surface, you also get a color mixing and angle of attack preview as you hover and move the Pencil's tip. So it's combining multiple types of data from Pencil and combing that with Bluetooth detection data.

Some things require hands-on to truly appreciate. I think Apple sets up a demo area for Pencil at their retail stores so I'll be checking it out soon.

You're talking about an accessibility feature called Hover Text which is completely different than Hover demonstrated yesterday.

Yeah, I find this to be a major and unexpected update.
 
There is no improvement Forum members won't whine about why they can't get it on whatever model they already own. Good lord, people. It's a nice-to-have function you can look forward to when you upgrade since it works better with a higher chip.
 
Pen hover was a feature from ten years ago that could be turned on/off via software so no excuse it can't be supported on other non-M2 pen supported iPads.
