Rarely my Mac mini 2018 start with high temps and fan at 4400 rpm (Very noise!).
I tried to stop some application and it go down fast .
The app that make problem is Amazon Photo for background upload.

I don’t think it is a problem. I think you are doing a heavy workload on a lite duty machine.

You seem to have the base cpu, what size is your ssd ? How much ram do you have?

If you have 8gb ram 16 or better yet 32 gb of ram would help to take some stress off the low end cpu.
 
There’s no issue here. The apps are pegging the CPU and it’s trying to cool down. That’s absolutely normal behavior.
 
There are many threads in this an other forums talking about how hot the Mac mini gets. It's a very small computer with a desktop processor so this is normal behavior.
