I got a Mac Mini i5 2018 connected to a 55” Samsung 4K tv via HDMI. I noticed occasionally the mouse isn’t as fluid it stalls. My previous 2012 Mac Mini had zero mouse lag on the same TV. Due I need to adjust the refresh rate? Any advice would help. Thanks
 
This wireless iogear keyboard trackball combo I have is connected via USB dongle to Mac Mini. Maybe this is the cause.

So, you are using a trackball (part of the iogear combo) - not a separate bluetooth mouse?

You could try a USB extender cable, so the dongle is several feet from your Mac mini.

Yes that’s correct, it’s a USB receiver dongle came with iogear combo, not a separate Bluetooth, I will try extension cable and see if it helps. Thanks

Keep in mind that the dongle is not bluetooth, so that thread direction - bluetooth interference from USB 3.0 devices - does not apply to your situation. Hopefully, getting that RF dongle in a different location will fix your issue, anyway.
