Mac Minis won’t boot after (I assume) failed windows installs. Can’t get MacOS back.

2011 Macs support Internet Recovery. It first became available via a firmware update on 2010 Macs and then has been available since.

Semi-support. Command Option R will work, to install High Sierra. Command Shift Option R can’t install Snow Leopard though. It’s not available as a download.

It used to download a Lion installer but I haven’t had occasion to test that any time recently. It may have changed to Mountain Lion at this point.
