Why no developers have this?

Apple has been good about making sure developers have a fairly regular build to check for incompatibilities etc. with Leopard as well as to weed out bugs. Now that Leopard release is only 8 days away its sort of odd to me that Apple has not released this final build to developers. It does not make releasing the previous builds pointless, but if there is an incompatibility (or just a bug on Apples part) it seems that this version would obviously be the most important to have checked as its the actual release candidate that is going into the wild. Perhaps this will change, but it seems weird that Apple has not released anything and the ship date is coming closer. Even if something bad is found, and it can not stop the release, at least a patch can be made ready beforehand.

Quite simple, piracy.

It would spread like wildfire across the file sharing sites.

It is not ideal for the developers, but I highly doubt anything will have changed between the last build and the GM which could break their apps.
