I own a Mac Pro 2009 Quad, and every time I wake it up the fans spin and are VERY loud for about 2 to 3 seconds. I thought this was normal, but then I started a job where we use the same exact model of 2009 Quad Mac Pros. The Mac Pros at my work do not do this, and their fans are completely silent when they are woken up.

Is this normal for my Mac?
Is there any way to fix it? I have already tried resetting the SMC, but it still does it.

Do you think it is something I should be concerned about?
I thought it was normal until I seen other '09 mac pro quads that did not do this.

Are you sure that it's not the fan on your 4870? Three seconds seems too short for any case fans (they take time to spin down, especially the PCIe fan) and the 4870 spins loudly for pretty much exactly 3 seconds, which is absolutely normal.

The Pros at your office might be equipped with a GT120, which doesn't spin up that loud.

Yep! I guess I didn't take that into account. We have GT120s in the Macs at work. Wow, I didn't think it was the 4870 making that much noise. Thanks for helping me clear this issue up.

It's the 4870 fan. Does this on my wife's which is sitting next to me. Does it on my 5870 but quieter. Totally normal. At least how you are describing it.
