macbook 14 pro fan speed

I've searched quite a bit, but cannot find an answer in regards to fan speed/noise on the 14 Pro.

When idle, are the fans on a low setting or completely off?

With my machine the fans remain off when idle with temps ranging from the high 30s to mid 40s. When the temperature starts ramping up to about 70 and remains sustained there for a period of time, then the fans kick on and run at 2400RPM. At that speed I can't hear them at all.

From people have stated, they stay off if the chip is within certain thermal limits
