Was given to me by a friend so thought I would format the harddrive but guess I deleted the whole OS? The hardrive would not allow for reinstallation so I created a bootable USB to do it.
After booting up I get nothing but a black screen (backlight is on)
I cannot use any hotkeys to access the "bios" menu

There is no BIOS to access on a Mac. And yes, if you formatted the hard drive you wiped out the operating system and also any recovery partition that was in place.

Since you didn't tell us which MacBook Air you have (model and year) and what version of macOS you're trying to boot with, it's difficult to provide any advice.
