I reinstalled windows 8. I am going to install gta4. I will share benchmarks
Did you follow the procedure on my post? I reinstalled Windows 8 by just formatting the already existant partition and it did not help. Only by removing it completely through boot camp, recreating it and let boot camp do all the installation procedure.

i did not reset smc and pram. and nothing changed. i also have stuttering problem, game is slow even though i get above 30fps. i'll try max payne 3, hopefully everything will be ok.

Maybe GTA is actually the issue. Resetting the SMC and PRAM is one of the things that could help the most.. at least it's something that makes sense.

But, yes, try another game and see how that works out.

do you still have stuttering ?

Nope. It was solved when I posted that procedure and never came back. Been playing AC Brotherhood and FIFA 13 with no issues.

but this is not about pc, software, driver or smc/pram reset. i should go to genius bar :(

Couple things:

GTA IV is notoriously clunky on PC (due to poor optimization/porting), even for a game that was released 5 years ago. It is one of the few games that leans on your CPU as much as it does the GPU, which is a problem for rmbp users (due to temperature based GPU throttling).

The best you can do is lock your CPU to something like 2.6-2.8ghz to iron out most CPU related stutters. Also a slight OC on the GPU (something like 930 core:2800 mem in P2 state) will actually generate LESS heat than stock clocks (due to the 25mv undervolt)

lastly, the 1.0.7.0 patch of GTA is reportedly slower than the 1.0.4.0 patch and has less mod support. Here is a guide to downgrade to 1.0.4.0 from any version of GTA IV (steam, non-steam) http://www.gtagaming.com/forums/showthread.php?t=128300
Once you've done this, you can download xliveless.dll to get rid of GFWL (which may free up more CPU cycles)

I play at 1600x900 (just not powerful enough for 1080p) and the framerate never dips below 45fps (locked at 50fps).

I just got max payne 3.
video settings
all high (texture quality is very high)
1920x1200 resolution

i got 30-50 fps. usually 30fps. probably frame limiter was on, 30fps stable. it was very smooth and playable. i don't know why i get low fps on gta4. it was very old game, but max payne is new.

So the issue was with GTA. Nice to know but you could've tried it earlier :p

Btw, have you tried what ibebyi said about the game version you've got being buggy?

Solved of course!

READ THIS READ THIS SPEND YOUR TIME PROBLEM WILL BE FIXED I PROMISE!

SORRY FOR MY ENGLISH I AM A PERSIAN AND NEVER WENT TO AN ENGLISH CLASS LEARNED IT MY SELF(BUT OFFF COURSE NOT FLUENTLY!)

THIS WONT CAUSE YOUR SYSTEM NOT TO BOOT NOT TO START UP IT JUST SOLVES GRAPHICS ISSUES!

this guide is for begginers who dont know anything about gpu clock computer programming.. and mac base codes!

IT SOLVES IT JUST SOLVES IT NOTHING ELSE

THINGS WILL HAPPEN:
(IFYOU DO THIS AS I WROTE:
1 YOUR GPU CLOCK DOESNT FREEZE AND THEN DROP THE FRAME RATE
2 YOUR MAC WILL BE ALMOST SILKY
3 BOOTCAMP GAMING WILL BE OUT OF LAG-STUTTERING-HIGH AND LOW FRAMERATES(FRAME RATES THAT GO UP AND DOWN EACH 4MIN)

4YOU WONT NEED TO RESET THE ***KIN SMC ANY MORE
5 YOUR TEMPS MAY BE 3-5 HIGHER OR MAY THEY DONT CHANGE! IF YOU DONT LIKE IT(I AM SURE YOU WILL LIKE THE GUIDE!) PUT THE ITEMS BACK FROM YOUR TRASH!)

6-- YOUR MAC WILL BE AS SMOOTH AS A NEW MAC!

notes:
I1. HAVE NEVER AND WONT OVERCLOCK DONT DO IT IF YOU HAVE GAMING PROBLEMS!

2.changing setting to low will cause more lag

(why?)
ANSWER: because if you lower your setting you get higher frames in a sec
stutter or lag happens each (5 sec for exp) so higher frames per sec cause more lag in a sec ! yeah frame rate higher lag higher but after this it is almost just higher!!!

Step 1: Delete system windowserver preferences
In the Finder, from the menu bar, select "Go -> Go to Folder..."
Enter: /Library/Preferences/
Delete the file called com.apple.windowserver.plist
Step 2: Delete user windowserver preferences
In the Finder, from the menu bar, select "Go -> Go to Folder..."
Enter: ~/Library/Preferences/ByHost/
Delete all files that start with com.apple.windowserver (On my rMBP, there was one file called com.apple.windowserver.12AFB147-95D6-5C70-8F62-C1E4F2BE81BE)
Step 3: Reset the PRAM (These instructions are from http://support.apple.com/kb/HT1379)
Shut down your Mac.
Locate the following keys on the keyboard: Command (⌘), Option, P, and R. You will need to hold these keys down simultaneously in step 4.
Turn on the computer.
Press and hold the Command-Option-P-R keys before the gray screen appears.
Hold the keys down until the computer restarts and you hear the startup sound for the second time.
Release the keys.

Hopefully this helps others with bad graphics performance on retina MacBook Pros.

THHHHHHER AND RESTART AND ENJOY YOUR NEW MACBOOK PRO RETINA2012
