Changing the scroll to 1 or 2 has definitely made a difference....an actual usable difference. Thank you for this information. Unfortunately - it is still so bad that I don't even want to use windows at all....

Has anyone had any additional luck with drivers or making this work!!!!

Silby nailed it

I reduced the default wheel setting from 3 lines to 2 and it is working well. Thanks!

Looks like Apple is delivering the default Windows template (non-optimised) mouse driver for the trackpad.

Maybe Apple is after making Windows appear, in the eyes of its customers, to be suboptimal compared to Mac OS X, based on the perception created by bad, suboptimal, software device drivers.

When I complained to Apple's customer support about this, their response was that the software drivers for Windows are developed by Microsoft, not Apple, which is misleading.

I called Microsoft's customer support for their opinion and their response was that Microsoft is not supporting Windows on MacBook Pro. Indeed, there is no mentioned of MacBook Pro on Microsoft's web site or support material. Furthermore, in Windows' Device Manager, the software driver for device "Apple Multitouch" is published and provided by "Apple Inc.", which means it is Apple's engineers who provide these low quality software drivers.

Very disappointing, really.

After using MacOS X and Windows 8.1 on Macbook Pro for some months now, I think the MacBook Pro was a very bad choice for me; I should have purchased a Dell M3800.
