The e-mail I got suggested that it was recommended but not required for apps distributed directly to users.

"XCode 10 will not play with us at all" - how so? It works perfectly for me, developing OS X apps on 10.13.6 with Objective C.

It's currently required for apps that are distributed outside of the Mac App Store.
No it's not. From this page https://developer.apple.com/developer-id/
Apple said:
Note that in an upcoming release of macOS, Gatekeeper will require Developer ID signed software to be notarized by Apple.

An "upcoming release of macOS" is as specific as anyone can be at this point.

My understanding is that as of the release of macOS Mojave it is currently required for all apps that are distributed by registered developers outside of the Mac App Store.

An upcoming release will require it from all registered developers (even for apps distributed on the Mac App Store).

It's absolutely not required at this point.
