I thought I was going crazy trying to troubleshoot this. Top results for every search were gaslighting me about how I only had to go to Privacy and Security > Location Services, then either turn it on globally or for the specific app I was having issues with. This bug means you can't provide your location to any website, at least if you use Chrome. Insane! I hope they push out a hotfix to get this addressed immediately.
 
In any case, again, I'm quite curious if others share your opinion, that Apple might just be sitting on the fix.

Now that 13.5.1 is released, I see evidence that they were not sitting on the fix, but took over three weeks to find and test a solution. My reasoning is that if they were sitting on the fix it would be because they were going to include it in a release that had other changes as well. https://support.apple.com/en-us/HT213268 says that the only thing in 13.5.1 is this fix.

Definitely not ironclad reasoning. But my suspicions of their being unable to easily fix this bug is reinforced.
