mail app filter button turns itself blue hides stuff

can't upload to imgur for some reason so there's that.

in the mail app I have five accounts each with folders. every time i start mail at the top middle next to get mail is a filter button that starts blue. all my mail is hidden. i have to click it to turn not-blue to see any mail in any folder

how do i stop this?
