YES! That works. I did not use the command, just backed up the old file and deleted it. When you re-open Mail a new plist file of 321 bytes is created.Apple Mail on Monterey 12.5.1 over the past week was taking about a minute to open with a spinning beach ball. Was driving me nuts. I searched these forums and this thread and post is what solved it for me. Of course this is after I wasted time rebuilding all my mailboxes which did nothing except reduce the mailbox size in my Library folder.
All you have to do is go to this path in your Home directory and delete the "Properties.plist" file:
~/Library/Application Support/Mail/Plug-ins/Bundles/Library/Mail/Bundles/Properties.plist
